Bug triage gets messy because the facts arrive in fragments. A screenshot in one tool. A customer quote in another. A log line pasted into chat. Technical debt should not be one haunted list called `cleanup`. Give each debt item a page with a specific name: `Debt - invoice PDF renderer depends on legacy templates`. Include why the debt exists, what breaks if you touch it casually, what work would reduce it, and what signals would make it worth prioritizing.

Some debt exists because of a real tradeoff. Some exists because nobody had time. Some exists because a decision was right in 2023 and wrong now. Those are different situations. Treating them all as "bad code" makes planning worse.
